Let's look at the events surrounding this verse.
David was king, and he saw this really hot chick taking a bath one night.
2 Samuel 12:2 And it came to pass in an eveningtide, that David arose from off his bed, and walked upon the roof of the king's house: and from the roof he saw a woman washing herself; and the woman was very beautiful to look upon.
So he asks who she is, and she's Bathsheba, the wife of Uriah.
4 And David sent messengers, and took her; and she came in unto him, and he lay with her; for she was purified from her uncleanness: and she returned unto her house.
David committed adultery. Well, she got pregnant from that night.
So David calls Uriah back from the war that was going on with the children of Ammon. He asks how it's going? Then he send Uriah home. But Uriah doesn't go home, he sleeps in the street. David asks why? And Uriah says that as long as his comrades in arms are still sleeping in tents, he will not sleep in his house in his bed, with his wife.
So David sends Uriah back to the war, with a letter to the general to put Uriah in the most dangerous spot. Well, that got Uriah killed.
Bethsheba mourned for the appropriate time, then David took her for his wife.
So in 2 Samuel 13, the prophet Nathan comes and tells David a parable, of how a rich man cheated a poor man. David said the rich man will restore that which he took four fold.
Nathan says David was the bad guy. And for that, God will kill the baby.
14 Howbeit, because by this deed thou hast given great occasion to the enemies of the LORD to blaspheme, the child also that is born unto thee shall surely die.
So the baby died.
22 And he said, While the child was yet alive, I fasted and wept: for I said, Who can tell whether GOD will be gracious to me, that the child may live?
So why did David fast and weep?
Did he do it for the child, or did he do it because of his sin being exposed?
24 And David comforted Bathsheba his wife, and went in unto her, and lay with her: and she bare a son, and he called his name Solomon: and the LORD loved him.
So the first child of theirs died, but the second was Solomon.
To sumarize, 7 day old babies go to hell.
David said, why cry over the dead, will that bring it back? If he goes and sees the dead child, it won't see him.
That doesn't prove that babies go to heaven.
