I think you have to realise that Belgium is in Europe and in Europe there are areas that give themselves names that no one else knows or cares about – e.g. Basqueland in Spain or “The Cotswolds” or “The Black Forest”, or “The Alps”; a sort of nebulous area, meaningless and without defined borders.
Some people say that Belgium is the southern province of Holland; others say it is a northern area of France. Now ask yourself,
“Is Belgium a “country” with its own unit of currency and its own language?”
“No, of course it’s not!” is the only answer. So let’s have no more of this nonsense.

Those areas are significant for geographical or cultural reasons- the Alps are a mountain range, in the same way that americans refer to "The Rockies", the mountain range. "Basqueland" is an area with significant cultural differences from the rest of Spain and thus have been campaigning for independence.
As for currency, Belgium uses the Euro, much like most of Europe. This does not mean that it is not a separate country. Belgian people speak a mixture of French, German and Dutch. Does this mean that they are not their own country? No. Americans speak English and they are not part of England. Mexicans speak Spanish and Mexico is not part of Spain. I could go on.
However, Belgium has it's own Government, border, capital city and calling code. It is a country in its own right as well as being part of Europe.

In the same way that the French, Dutch and German spoken in Belgium varies in dialect and so on, in the same way that "True" English and American English differ? However, they are still recognisable as the same language, just as American English is recognisable as having stemmed from English. So by your logic, America didn't do very well at founding itself. Who are you to insult America in that way?
