The Bible is clear about so-called mental disorders. They are demonic possession.
So are some other "impairments" such as being unable to speak
Luke 11:14.

The Bible is also clear about murder. That is unlawful killing (I wasn't sure, so I looked it up):

The reason why it is unlawful killing is because of a commandment from God.
THIS COMMANDMENT.
Romans 4:15 Without The Ten Commandments (or any other law for that matter) there can be no such thing as un

Romans 5:13 God explains that that doesn't mean there wasn't any
sin as this episode shows:
Genesis 4:4-8 And Abel, he also brought of the firstlings of his flocke, and of the fat thereof: and the LORD had respect vnto Abel, and to his offering. But vnto Cain, and to his offring he had not respect: and Cain was very wroth, and his countenance fell.
And the LORD said vnto Cain, Why art thou wroth? And why is thy countenance fallen? If thou doe well, shalt thou not be accepted? and if thou doest not well, sinne lieth at the doore: And vnto thee shall be his desire, and thou shalt rule ouer him. And Cain talked with Abel his brother: and it came to passe when they were in the field, that Cain rose vp against Abel his brother, and slew him.

It is God's Law that determines which
killing is unlawful.
Murder (in which case The Ten Commandments [section 6]).
When God
commands that such-and-such a person, or group or even whole populations must be killed, that is obviously NOT unlawful killing.
BECAUSE
it is God's
commandment that determines the legal status of any killing. Where God has commanded a killing it becomes unlawful NOT to kill that person (or group or city).
FOR EXAMPLE
Deuteronomy 17: 11-12b According to the sentence of the Law which they shall teach thee, and according to the Iudgement which they shall tell thee thou shalt doe: thou shalt not decline from the Sentence which they shall shew thee, to the right hand, nor to the left. And the man that will doe presumptuously, and will not hearken vnto the Priest (that standeth to minister there before the Lord thy God) or vnto the Iudge, euen that man shall die..
GOD EXPLAINS WHY
Deuteronomy 17:12c.-13 ..and thou shalt put away the euill from Israel. And all the people shal heare, and feare, and doe no more presumptuously.
