That is actually actor 'Mike Myers' playing a Scotch 'Character' from one of this perverted Austin Power Movies! The Character in question is called "Fat B*****d"! Seriously! The levels of Myers profanity know no bounds!

Mike Myers was actually named after the serial killer 'Mike Myers' from the infamous 'Halloween' movies. What a sick freak!
