Wealthy white males are the only people who care about America. Women, brown people and others of their ilk only care about themselves, their own petty, irrelevant issues. They are also too stupid to figure out when a politician is shamelessly pandering to them. It's unthinkable that anybody successful enough to run for office might actually care about the petty, irrelevant issues that women bitch about and brown people whine about.
Therefore:
Talking about issues important to women and brown people = pandering.
On to Syria. If Obama decides to bomb without a vote from congress, this is of course "unconstitutional, tyrannical" behaviour that proves he's a "dictator". Since he isn't, that means he's "hesitant", "indecisive", and "lacking leadership."
When a republican ignores the constitution, that's leadership. When a republican doesn't, well, I'll figure that situation out if it ever happens.
Unconstitutional, tyrannical acts we like = leadership
Another use of the word "leadership" is when you can't think of a solution to a problem, perhaps because there are none available to the president. ie "If Obama showed leadership it would not have rained on my birthday".
Doing what we want, when we don't know what we want = leadership
