It's not sex with an actual animal so Leviticus 18:23 and Exodus 22:19 do not apply. And since the stuffed horse will soak up the seed, no seed is spilled on the ground so Genesis 38:9 doesn't apply either.
I'm not trying to hijack this thread, but I have a question along similar lines:

Is it okay to dry-hump enemies of Christ into submission, provided no seed is spilled by either party? It's not a sexual thing at all, as far as I'm concerned...just an effective method of asserting Jesus' dominance.
