Whether universities are free or not does not change the fact that American high schools mass produce semi-illiterate graduates who have no knowledge on any subject, have no ability to think logically, critically, nor creatively, do not know how to spell nor write grammatically -- and by the time they end up at the university it's way too late for them to start learning. I suppose that if the US had the same free education system as every other civilized nation on Earth -- a system that is merit-based and not money-based -- there would be lower quantity and hopefully higher quality of students at public universities, still, for it to be completely merit-based, then practically no high school graduate could be admitted at any public university -- because they are all just too ignorant for that.
I apologize to everybody for this rant, but this is the correcting-term-papers-and-final-exams season. It's so bad, that I think even lost tribes in the Amazon jungle have a better knowledge of the world than American undergraduate students.
