It is indeed unfortunate that Obergefell left some ambiguity regarding this issue. It is also unfortunate that Freehold chooses to side with Arkansas on this matter.
As I've reminded you before, however, city ordinance can not go against Iowa state statutes. In 2013, the High Court ruled that same sex parents should both be on the certificate - so you'll be required to follow the lead. If you don't, you'll have the expenses of a lawsuit when Freehold's lesbians begin to fight - and they will. Perhaps you should install Lesbian Detectors on every street corner to prevent them from residing there.
